Are these dim witted restaurant managers aware that not everybody is ordering to a home with a fully stocked kitchen with clean silverware? Alternatively, why are the product managers for Uber Eats incompetent and not providing any warning in app when a restaurant does not provide utensils?

Feel your pain OP. I'd say 20% of the time our order comes with no utensils or napkins. For $30-40 orders that's BS.
Restaurants do it for environmental reasons and even leave notes in their menu that you should explicitly request utensils if you want them. I have the opposite problem from you. Restaurants always send them and I don't use them. Then I feel guilty.

If a restaurant wants to make utensils opt-in, I’m all for that. I’ll opt out of utensils when I have my own. It just needs to be clear whether utensils are or are not going to be provided. Right now the norm is to provide them, so in the absence of any special information, I expect them.
Just add it in the notes part and they will get you. With that said I think an intelligent option that automatically checks "need silverware" if you order from anywhere other than your home(set in app) would be dope.
I love it when my food comes with no unnecessary packaging. It’s too much of a hassle to dispose off all the plastic containers and the plastic bags afterwards. The least they can do is take back the plastic bag or have proper carry bags that keep the food hot like some pizza delivery services in India.
Uber Eats drivers remove them from your order if you tip poorly, perhaps?
One reason I use Uber Eats is you can tip after delivery, so the tip actually reflects service quality (of the driver. And no, I don’t fault the driver for lack of utensils.)
