If you want to manage other PMs and you have a passion for it and enough experience to be a valuable mentor, then great

If you want to manage devs, be a dev first and then work up to management

Just me but a SDM that came from program management would have a VERY hard time earning my trust unless they had an extensive eng background. I’d leave my team in very short order if this happened
