Let's say you get offer on December 1st and stock price is $200. Your offer is 400k/4. You accept offer in December 15, stock price is $170. Your start date is set for January 15. On your start date, the stock price is 100. Which date/price is the number of RSUs based on?
Usually price is set at grant date. Grant date is then your company’s board approves your grant (usually once a quarter). So if you start in January, your grant date can be March and number of shares will be determined then based on the price at the moment. But as already said, it can vary based on the company
What if the board doesn't approve your grant?

For Amazon it's 15th of the month you join. Incase you join before 15th. Else it's 15th of the coming month
Using the expression 'when is the RSU price set' shows a misunderstanding of what RSUs are and how they work. In Amazon, at least, when you sign up you get a number of stock units. Once you sign you get that number, and after vesting they are transferred to you. The price of the RSUs at any point is set by the market.
When is the stock units determined.. in the offer or after accepting or ??

At Facebook, it’s the average price the month before you joined. At Google, it’s the close price the day before you joined.
My last two offers said it was an average of the last 30-90 day (don't recall the days exactly) before my start date.
