I'd target PM (product manager) roles in big companies, Google, Facebook, Microsoft. Small companies generally don't sponsor visas.
I'm Brazilian and some months ago I talked to a bunch of companies and startups around Bay Area and nobody was sponsoring Visas. Some said too expensive, other said that it's not worthy right now, some complained about some laws... I'm going through the process of K1 because my fiance is American, but even this path is a pain in the ass to get the work permit.

I would spend the time/money to come out here and network to meet the people who would hire her. Visa's are tricky, especially h1b, but early stage startups would be much more likely to bring her on under L1, E2, hell, even greencard if she wants to take evening classes and take payroll out of the country. She'll prolly have to take on a massive paycut and negotiate terms, but she adds value and a start up can win by going through some hardcore paperwork processes + legal, that's your shot. No one in their right mind would go through that trouble without meeting someone in person, or her proving her worth first.
