Wondering who has final say in Salary ? Hiring manager or HR? Does HR goes back n forth to hiring manager when negotiatiin happens?
Hiring manager within company/department budget range for position
Usually hiring manager or department leader... Recruiter will always try to talk you up to a higher comp (to have a better likelihood of closing the candidate, and therefore closing the position)
There is a salary range set before the position is posted and usually have to approved by VP/ who ever owns the cost center. If the candidate demands more and they are willing, again same level of approvals might be needed. Recruiters are just BS

Neither. It’s a constant discussion between hiring manager/recruiter/compensation/HR business partner to ensure internal parity and stay within predetermined compensation bands. It’s more complicated than how you make it out to be.

Always manager. Manager has headcount and budget... HR/recruiter has no shit say. They might try to talk you down though. But in a lot of many companies, managers have to send offer to VP/SVP for final approval since finance needs their signature.
