I believe it's completely a redundant question. Recruiters should not ask this question at all. I mean the fact that I am talking to recruiter is implicit that I want to change my job.
But don’t say higher TC, even though it is probably a main reason.
Just say: Because I wanna make Bank bro, snapping necks and cashing checks

They don’t want to ask it as well, it is just a mandatory question to fill in in most recruiting tools. Just prepare some template answer you both mark checkbox and move on. Treat it as just part of mating ritual :)
Why not? If you're looking for a new job, there are pain points in your current that you want to avoid. Being open about it might allow a professional recruiter to filter out those aspects.

You don't have to trash it. Pain points can be expressed without finger pointing and insults. It's professional self reflection if you conclude based on this and that reason to move on. I'd only express 1-3 major pain points though which you're definitely looking to avoid.
