Why don’t levels start at 1?
Are levels just arbitrarily inflated, or are there actually L1s and L2s out there?

Yes there are outside tech. Tech levels start from L4

L1 and L2 are intern levels AFAIK
I interned at Amazon and I was an L4 🤷♂️
At least at google that’s how it is.
