Why is PGE turning off power?

They already turned off power for the north bay. Except there are only 4mph winds there... I also checked San Mateo and Cupertino weather forecast in the Weather app on iOS.. there is no high winds at all in the forecast (and there hasn’t been, I checked for many days leading up to today). so what is the real reason PGE is turning off power? this high winds story is bullshit
