How do you answer this question during interviews? Recruiter and hiring manager reached out to me on LinkedIn. I am not proactively looking for changes but open for better opportunities. Will interviewers feel you don’t have strong motivations?

That is a good motivation to recruiter and interviewers.
this is actually semi negotiating tactic. if you say you anything negative about your current employer it takes away a potential best alternative to you accepting their offer. stay positive in responses. i often say i’m happy now and always keeping an eye out for what interesting problems other companies are working on. then it becomes their job to interest me instead of them offering you a life jacket from your terrible situation.
You can always say stuff like: - the commute is too much for me (if new location feels better) - open to new challenges - i travel too much, looking to decrease that Whatever you say, never say anything negative about current employer.
I like to tailor it for the company. Instead of saying negative things about my current employer, I try to say positive things about the company I am speaking with.
A lot of companies will force you to do this by asking “why $OUR_COMPANY?” instead of “why are you leaving your company?”
