Many SWE’s at LinkedIn are doing it. Though they have to work onsite for at least a year and have a good performance first. Also, they have to come onsite for one week every quarter.

It’s possible at Amazon if you start at HQ, become an invaluable contributor, and then make a deal with your manager. A better option might be to just work from one of our Many dev centers where we pay Seattle comp in medium CoL cities like Denver, Portland, Austin, Minneapolis, Detroit, Phoenix, Pittsburg, etc.

Yes. I got hired in as an outsider doing this. It is hard. Helps to have a good referral. Even then it was still hard and severely limited my choice of teams.
