Is it worthwhile to join a company with H1 transfer receipt? What might a good plan if the h1 transfer fails when I am in the new company( I will be out of status )

You will be ok to start on transfer receipt. You don't have to have your i797 approval from your new company

In today's scenario when H1 Extensions & transfers are being rejected much more frequently - is it still ok to transfer companies on Receipt ?
If transfer fails and you have already joined the new company, you will have to leave the country and apply again. No plan B, IMO.
H1 transfer wouldn’t fail unless the paper work done by your attorney is improper. In most cases you would get an RFE and you should be able to answer it with in a stipulated amount of time.

There are very rare chances to deny h1b, in the worst case it will be RFE.. denial percentage is very less but still there if you want to consider. Is employer not ready for you to wait till approval?
Employer is ready to wait. But he is concerned about urgent requirement. Even if we wait I am skeptical about budget cuts
Just like there are rare chance of h1b getting rejected, there is a rare chance of your position getting laid off in next 2 weeks.. I joined a start up on a receipt... It's OK unless there is some shady part of your transfer..
