Tims false statement is like a self fulfilling prophecy. They have skills because Apple has setup the factories there. Also, it doesnt take that much skill to assemble phones. You could manufacture parts all across the world and then do the final assembly in the US. They could then boldly say "Made in the USA". But seems like the market is happy with the "Designed in California" tag. So there is no reason for Apple to change anything.
