Haven’t received the offer yet but my recruiter told me that base is 110k for the role + 10% bonus every year. Prior to this I told her my salary range was 100-125k. Is it bad if i ask for 130k after I get the offer? That’s more in line with what the big tech companies are giving. Do junior roles have the barganing power to make such an ask? For context I’ve done a full time PM rotation at YouTube.

It doesn't sound like OP is employed at Google, but rather completed an internship. One can assume that they're interviewing elsewhere because they didn't receive an offer after the "rotation"; or the rotation is too far in the past.
OP is probably at Google but in a non-PM role but did a PM rotation
