You can ask for more sign on, 50k at least though for returning interns it can go as high as 100k
MS grad here, joined fb Sept 2016. Not return offer. 115K base, 150K stock and 75K sign on. If you have competing, of course you can negotiate to match up the offer.
You can always politely ask for more. Refreshers are actually pretty solid at FB, so the one advantage is that you won't start getting shafted in 2-4 years.
What you need to realize is while some people get higher offers, that also correlates to higher interview performance. You likely got the best offer you're going to get. FBs offer already beats nearly everything out in the bay so competing offers won't help.
