I had phone call interview at Facebook but didn’t select for onsite. is it ethical to add interviewer on linkedin and ask feedback for improvement? it’s product design role

Doesn't have to be solely for feedback though, right? You add them just to stay in touch, aka; re-apply later or to a different position.

You can send a connection request to the interviewer and if he accepts it, you can send a message too. If he doesn't accept your request, better not to send any messages.

Better ask the recruiter for feedback. They keep silent to be cautious and on the safer side. The recruiter may provide you some feedback on phone.
