Uber should be a tech company. Uber’s main product is the ride sharing platform that connects between drivers and passengers. And the platform is heavy tech stack in terms of scalability and service. So the revenue is largely from the platform service fee from uber app.
The business is still not tech as it is measured by how many trips taken so it's still not a tech company, tech plays a crucial role though in running the business.
It's not about what u are selling whether u have an app or not. It's about efficiency, does your platform/tools have acceleration effect. That means, when u scale, does your cost per expansion reduce or your cost keeps climbing with your expansion.

No, no and no. Borderline tech company is Cisco. It's a sales tech company. They are ass otherwise. Tech companies are companies that are driven by development and engineering of never before done solutions. This is why Cisco is KINDA a tech company because routers and switches are kinda old news. But they are driving the Software defined networking industry with edge and fog computing using Kinetic Routers and switches (IoT industry).
If a company’s main competitive advantage are their operational efficiencies, I.e, they can provide services and goods faster and cheaper, making their Operations their key differentiator, would that qualify as tech? I don’t agree that old tech like Cisco is not tech. But I see the slippery slope. Even jam making becomes tech because it needs tech to make and sell jams. From preservation to manufacturing to marketing and distribution.
