Opportunity Open Marketplace. At Salesforce it is a period three times a year that employees are encouraged to find opportunities elsewhere within Salesforce if they are looking for a different project/team/manager that they cannot get by staying where they are. Look on the GUS Chatter page. There's one for each location, in case you aren't in HQ, but be sure to check the main feed as well since you can be a remote employee for a Hq-based team if you aren't in SF.

I updated my post for clarity. Employees are encouraged to find opportunities elsewhere within Salesforce rather than leaving the company. Not all OOMs are a choice between leaving the company and not - they are usually just to assist with broadening scope of skills and knowledge. I don't think people on PIPs can OOM.
Prep for OOM depends on the team. Sometimes. It's just a "fit" interview, but you may get technical or coding interviews if your background doesn't match up well, such as if you haven't programmed lately. Be prepared to explain honestly why you want to OOM and why you think the new team will work out better for you.
