I think on H1B, you can earn upto $600/year without reporting to IRS. If you are on visa, you should turn off monetization or accept payment in foreign currency. You will still have to declare that as income and have tax applied on it.

So not exactly. You don't upload the content but some entity in foreign country will on your behalf. You will have to have some agreement with the company over content licensing.
1. Depends on how you receive it (business or individual) but anything over 600 will require taxes. YouTube will no withhold for you but will send a 1099msc to you and the irs so while you self report you also cannot avoid it. 2) Idk, visas often restrict the holder from multiple earned income jobs so be careful until you find out for sure.
