A temporary visa is by definition not temporary if it allows infinite renewal and doesn't mandate return back to the home country. The best way to clear the green card backlog and save American jobs is to ensure temporary visas are temporary. Infinitely renewing temporary visas is abuse and it should be an outrage among all Americans that the system allows this.
Possible solutions:
1) Remove dual intent from H1B and L1
2) Make the 6 year limit the actual limit for the H1 and L1 visas. Stop infinite renewal abuse as it is not fair for Americans and not what the visa was made for.
3) Country caps on visas to ease backlog

total number of employment based green cards issued per year for all countries: 140k
total number of green cards issued per year: ~700k
so only 20% goes to somewhat "qualified" category - of course there is abuse, but lets say at least there are some good people (like the way the president said some mexicans are good people)
other ~500k GC are basically family-based which again I am not against, but if you are given the choice of merit vs family, i am not sure what you would choose. since merit based people have higher paying jobs (H1-B's at least make 75kish, pay taxes and some of them also create jobs for the country).
knowing all these facts, lets go to the point you are making. it seems you are worried about employment-based GC backlog, what is your opinion of family based GC backlog? why don't you propose a few solutions for that?
again, all this mess is created by representatives elected by people like you, its great when you benefit from different technological advances created by qualified immigrants, but suddenly when trying to assimilate them to society, you have a sore eye. these policies have adverse effect for everyone, it suppresses wages for immigrants too, not just for americans. america has fundamentally done great at exploiting immigrants at different stages, and this is another version of that. taxes without representation for 20+ years. immigrants pay social security and medicare, that people like you benefit from but they do not. so stop talking from your high horse, and GTFO. soon your job will be taken over by an immigrant, given the attitude you have.
