Owing I-140 processing fees to previous employer

Hello. I moved out of Cummins earlier this year. I am on H1B and Cummins had initiated my I-140. After I resigned I am asked to pay the I-140 processing fees around 2700. Anyone who changed companies on H1B had to do this? Thanks!

At the beginning of i140 process, if the company asked you to sign a payback agreement document for returning the fees in case you leave within a stipulated time (one or two years) after i140, then they ask you to pay back.
Check if you had signed such a document.
