Recruiter says contract Project Mgmt role at Microsoft tops at $65/hr

Had a Collabera recruiter reach out to me on StinkedIn for a "100% REMOTE PROJECT MANAGER" job. She asked me for a compensation amount, and after I sent over what I expected, she stated that the role caps at $65 an hour.
This is actually the second time I've been recruited by a third-party firm to work at Microsoft that told me it caps at $65/hr (which is $135,200 a year with no stock, bonuses, etc.). 18-month contract.
That's low, right?
I have 8YOE.
Anyone here start at a big tech company like Microsoft via contract and get hired on for a lot more? Because that's what I'd be wanting to go for if I accepted that.

I'm not sure if I was being clear here, this is a contract job that has an expiration of 18 months. I'm sure I could be fired prior to that. Does that make sense?
So it does sound low.
But itβs a good opportunity if:
1) you can work it with a second job
2) you lost your last job and need income while you job hunt
3) are otherwise burned out and need some income while you take on less commitment and no more than 40hrs/wk
My cap for hiring a contract Program Manager is $95/hour, and that's what the agency gets, not you. Depending on the agency, a $65 cap sounds like the normal cut.
I made $55/hour when I started as contract and was able to land an FTE role in under 6 months.
FTE offer was L60
$125K base (was told $137K was top of band and they wouldn't fucking budge closer to that)
$15K bonus
$60K stock over 4 years
Stock and bonus numbers reflect one round of negotiation. I had to take this offer as MSFT rolled out the hiring freeze the next day. (March 2020 pandemic offer) It was that or nothing.
