Can you choose the visa type for which to apply for when taking an internal transfer to the US?

      They spam applications, submitting multiple visas requests per person and multiple people per job. It's a numbers game to them, they don't care if YOU win, they get paid based on the overall number.

      They should all be banned from operating in the United States.

      They do all of the above. Anyone who qualifies for L1 they apply that, and on top of that they flood the system with a zillion H1 applications.

      In some cases they file H1 claiming education and experience the candidate DOESN'T have. If they win the H1 they immediately enroll that person in training and hope to complete it in time for the RFE.

      It's really abusive and it's basically a denial of service attack on the US immigration system. Backed no doubt by the same elites in India who are openly siding with Russia, like Modi and his ilk

      Indiand are individually nice people buy the country had in many ways engaged in a cold war against America and we need to respond to that.

      Because they are not really "sponsored." You have to pay for them for lottery.

    It is generally decided by the immigration team. Also unless you have an already existing H1b approval it is really tough to get in the lottery so L1 becomes the default. If you have the h1 and hence the option to choose then you can talk to your immigration team and try to propose your preference, but the final decision will still be in their hands.
