Just received non-tech offer from Lockheed. (Senior/level 3). TC is 90K which seems quite low. Can I counter offer? If so, by how much?

Lockheed is renown in the industry for their low salaries but their 401K is amazing.
Basically you contribute 8% and they chip in another 10% for a total of 18%
Counter offer, say you were expecting something like 105K they they will come back with a counter offer of 95 or 100K
They once offered me 60K. I said I was expecting more because of increased cost of living, they came back with 65K. I said that’s not high enough, they came back with 70K after a long wait and said it was their final offer - I took it but the hiring manager had told me at the interview to ask for more when HR offers be the job
Relo payback was 1 year for me, but I had a package instead of a cash option.
Most Lockheed roles at MFC are now at least 50% wfh, but that will vary depending on business area and team.
It's a large enough business that you can move around a lot at the same location or move around the country.
I really liked my time there (aside from the occasional bad manager) and plan on going back, but I'm also non tech (supply chain)
