not Amazon unfortunately. yes, there is a publication process and we have an internal ml conference, but for the amount of interesting things done there always seems to be minimal showing at conferences, especially when compared to e.g. google. talks are hard to get approval for (may need VP approval). open source contributions are also hard. it's possible, and we've gotten approval, but don't expect it to be easy. if you want to contribute as a side project, you need to go through an external activity approval, which is run by lawyers who understandably are cautious. so anything related to what Amazon is working on somewhere in the business is likely to be blocked by default.
these processes are not unusual, pretty much all large companies will have them. the hard part is figuring out where each company calibrates them.
