My family will be looking for a home around Bellevue or Seattle, WA in 2021 and need to find a realtor. Who gives kickbacks in commission? I was thinking of Shop Prop but not sure how experienced they are since I haven’t heard much about them. Is it standard to negotiate with realtors now about commission? We’re looking in the 1M+ range so seems reasonable for us to get a kickback.

Sellers agents do some significant work. Buyers agents should be paid a nominal fee for their part filling in the offer paperwork if you use them at all. Filling in offer paperwork is their only real job in a day and age where people look for and find the house they want on their own anyway.
All the real paperwork is done by the closing company for a fixed fee. It is immensely more complicated than anything a buyers agent does and they don’t try to take 3% of the house price to do it.
Selling is different, there’s a lot of stuff realtors can do to prep/stage/market your house and you want a realtor you trust and are confident will get you the most money they can.
