Yes both your manager and the hiring manager need to agree but your current manager should be willing to release you. If not, it’ll not go through. Telling me from personal experience.

What functional area are you currently under? US Commercial? Aside from a few specific silos you can move around freely if you can articulate why it would be good for your growth/how you fit into the broader enterprise in this role. Managers here really value the heads up but that can also work against you. If you're comfortable with them definitely let them know that you found a role and would like a referral prior to the interview. Meet with people that have worked in your target function informally and go into the interview with that background.
