I am talking to a recruiter for a SDE 2 and 3 roles. I have about 8 years of experience.

What would be a good range of base, signon and bonus? For example, is 165 base, 25k signon and 15% bonus make a sense?

How are rsus working at Cisco? Do they give rsus when you sign the offer? Any advice?

Cisco doesn't have SDE2 or 3 roles. Cisco follows grades: 4, 6, 8, 10 are SW Engr. 11 and 12 are techleads. At 8 years, you may be looking at techlead1(g11) or techlead2(g12). TL1 is generally 150k, 25% bonus ad some rsus.
But, as everyone is saying, Cisco is not a place where things move fast. Everyone is pretty laid back

Yeah; given the base and bonus target it sounds like OP is being offered a grade 11 role. This is usually the highest opening that is budgeted for individual contributors. Grade 12 roles have a 25% bonus target, but are rare openings. Getting promoted into them is tough (glass ceiling #1), and then making the leap to Director (grade 13) can be even harder. IMO, you have to look at the total package: base, bonus, 401k, medical, work/life balance, future career opportunities ... and the group that you'll be joining. Some are rife with toxic politics, and others awesome to work with.
