Does this new hiring policy impact the internal transfer?

Will switching team become much harder under the news?

IF the hiring change has been made, then eventually internal transfers would slowly be impacted. The reason internal transfers were so easy and part of google culture was the hiring bar is across the company. Now if team has the largest say , it could be like Microsoft where you interview for the new team to get in

If the internal transfer process is affected, just politely refuse any coding round they give you, and point them to your CL snippets if they need coding evidence

Also if you're asked to give a coding interview to an internal candidate, just go through their CLs and make the coding round a conversation about their work.

Have others agree to this pact also. Note that this is then starting to sound a lot like a union agreement
