I am assuming there will a similar bill to S386 next year.
Considering that this one almost passed, will the new bill have a faster processing time next year? What are the chances that the new bill passes before Oct 2021 and become a law in Oct 2022?

The problem is that the Indians who arrived in say 2011 and filed for an EB2 the same year were expecting a 4 year wait based on priority date movement back then. Now, 10 years later, PDs have moved little. After they already have a family etc in this country, expecting them to uproot everything to move back to where they came from because "this country doesn't owe them anything", when anyone else from anywhere in the world can get a GC in two years, is a weak argument.
The loudest opponents of s386 were Irani people/immigrants. Ever asked them why they aren't going back or staying back to fix their country?
Almost all immigration into the US has been by people who were looking to leave behind problems in their origin countries. Fixing problems in your country before immigrating here was never the criteria, was it?
Next time it should start from the current bill minus the Rick Scott amendment and try to include it inside something else.
This year it just ran out of time. With a favorable President it should be better.
Unrelated but family visa spillover probably will provide more boost than this would have provided. 120k visa this year + 50k at least in the next should be something that would help backloggers. India EB1 will be current and EB2 will be ahead by 2 years.
