December 31 is New Year's Eve - there will be a street party near the Champs-Élysées
Don't leave the airport if you're thinking of using public transports (the RER B will be stacked). If you're taking a taxi, it's about 1hr to be safe to rive droite (champs elysees). So subtract 2/3 hours. Think that you will also have to go to security again. That's an additional one hour. So overall that leaves you 4 hours of roaming in les champs for around 80€ in cabs. If you never went to Paris why not. Otherwise meh.
Ive been to Paris a couple times, but would still do it if i were traveling super light. Sounds exciting
If you're flying out of cdg forget it. It could take you over 4hrs to clear customs and get to your gate plus 1-2 hrs travel each way to something interesting. While it will probably not be that bad, it could be then you're stuck there during a high travel time. Minimum you need to be back at cdg 3hrs before your flight, that airport sucks.
If you decide to explore the touristy areas then beware of scammers. Lookup YouTube and TripAdvisor for details.
Is your layover in CDG ? If so.. don't bother leaving the airport. It will take you too long to leave and come back in.

Would a 11 hour layover (8am to 7pm) in CGD be long enough then? It is an option for me. But still, do not know if I should get Uber/cab/train in this case
