Amazon seems to recommend 1 SDE3: 3 SDE2 : 3 SDE1 ratio. A 2-pizza team should typically have these 7 engineers + 1 QA/SDET + 1 SDM / 1 TPM / 1 PM so like a 10-11 member unit.
Most teams I see are extremely lopsided, they seldom have the SDE3, they have 1-2 SDE2s that are struggling to play the higher role, and 5-6 SDE1s who are mostly college transplants.
I recommend Jr Engineers to pay attention to the org structure (and how long folks have been there) - points to the stability of the team.
I know a few teams looking for L4s as they have been diligent with their ratios so far and are possibly expecting a Q3 / Q4 promotions for few of their engineers (L4->5) creating more room to hire L4s.
AFAIK you need VP approvals to hire L4s. Managers with good ratios can easily get the approvals needed.
I think MSFT/Grab and Nordstorm are other place that I know has recently hired SDE1/L4/Jr Engineers. I am sure there are more.
