It is ok and common to underestimate, but IMO it's not ok for the other things.
As I said i was a contractor. A lot of this is second hand from FTEs. There are some tools used to manipulate PGO that were labeled Ingress. It's impossible to go into more details without outing myself.
While yes it's impossible to predict the initial popularity, I'm talking about staffing issues 3,6, + months later.
