If the bonds are cheap, it's likely to be innefective. If expensive, that's going to reduce tourism since people won't have the money to both travel and pay for it. Tourism is a big industry.
Why would it hurt tourism if you get the money back when you leave? You arenāt spending much money here if you canāt afford much more than the plane ticket.
Because having a bond be say $10,000 to enter would be a giant barrier to entry for most tourists? Anything less is not even really worth batting an eye at from an administrative cost perspective.
This would require the US keeping accurate records of people leaving
