I am an SDE with 9 yrs experience. I am moving to Oracle cloud in the next week as principal SDE. I want to transition to Management next in my career. Should I bring up this with my new manager from week 1 or wait 6 months and then bring up ? Any advice/tips ?
You should say it during the lunch interview. This is the best you could do. So just say it in the very first 1:1 with your manager and you both will start working on that since day one without wasting 6 months.
It's kinda sad, but don't expect much by telling your manager. Tell them now, just to let them know that's your career trajectory, but unless you're lucky and you've got an awesome team, they will string you along saying they will help you move into PM down the road and they never will. Had this experience myself and with a few people I know. If you really want to move into PM, start prepping for PM interviews and apply everywhere you know.
I understand your transition, however I don’t understand your approach. At any company, you need the manager trust for a promotion or for a transition, why would your new manager trust you? It’s their reputation on the line. I would be busy proving my worth day in and day out for 6mo, at least, before bringing it up.
There are 2 theories, first is to develop trust and then ask for something. Second is tell the manager your intention so he will prepare/groom or give you opportunities for the role you want. I wanted to get the opinion of which theory is better suited

I am guessing you mean OCI or BMC or whatever else they call themselves now... moving to management is not a progression or promotion at OCI as far as I know, you start leading a team as an engineer based on your contribution to the team and then talk about moving into M track... then be prepared to do a shit ton of HR stuff and stakeholders meetings...
