It's decided per team or recruiting chain usually. We only have 1 PS in an AWS team. The caveat is that if the first phone screener didn't get enough data they can suggest a second ps. But that's rare because we've found it doesn't really help and usually leads to the same conclusion anyway.
No and yes. From outside not different. Same process of coding and design. Different, when you delve deeper. Top AWS teams are a bit subjective. If you don’t have the right kind of experience you might get ruled out despite doing well. On the other hand a retail interviewer might rule you out if they think you’re smarter than the interviewer :P
