Also I hear that one can be a sde2 from 3yoe all the way upto 10yoe (is there even an upper range?) 40 looks slightly more more 3yoe but 60 looks drastically less for 10yoe 😯

Experience really doesn't matter always. There are always bands where they will put you in. If someone has 10 yoe, then they should not apply for sde2 in the first place. There should not be any upper range for any position in general. If the candidate is happy to accept a lower level then company is not losing on anything.
