It's 1 level below Director and generally means you're either Senior Manager/Principal (Principal if IC).
Senior managers could easily have 20+ people under them directly or indirectly (primarily tech). If you are a Station/Fulfillment Center L7 who is closer to warehouse/delivery operations, those people could have hundreds indirectly reporting to them.
Principal IC probably means you're both a god at tech and equally socially skilled (people skills are still incredibly important even as Principal IC).
