Last year I got a verbal offer that fell through for a position in a different team on amazon due to budgeting issues. They never closed my application and have been waiting for months for position to open up again. Asked recruiter about another role and she is setting up a call with me and the other team. It's same level role, so I need to do whole Onsite again? Please tell me I don't 😩😩
Given that it's another team at the very least the hiring manager will want to speak with you. It is the hiring manager's prerogative to put you through another loop with his team members to make sure there's a good fit.

I just had to do a call with an HM after my first loop froze like yours. I would definitely ask the recruiter about next steps. Also, if you can meet the HM in recruiting/networking events, that helps a good deal. The HM will feel better about pushing for a shorter loop if they have interacted with you.

You will most likely have to do a full loop as it’s 6 months past, plus a different manager in different team, that changes things
Why the hell are you going to Amazon. Unless you are sure you are joining a team you are 100% into, don't accept the offer. Transferring teams isn't as easy as other tech companies
Given internal employees now do full loops just to change teams I would say so
I was in a similar situation. I didn’t go through the full loop. I just had one interview with the hiring manager.
It will depend on how much the HM is willing to fight for you. Usually a BR blessing lasts 6 months. So if it has been 1 year you may have to do an onsite again. However if your LP feedback was good, you may do mini loop (HM, BR+ 1 more interviewer).
