Amazon / AWS PIP stalking Managers upward are trained by HR on PIP and mandatory URA exit quotas, so they have greater awareness and can outrun it by team hopping before it catches them.
Non managers purposefully don’t get told about it so they are easier to blindside and catch whilst defenseless. When it’s culling time this is where the axe falls as those above save their skins and bonus to meet quota.
But in reality, PIP distribution is probably something like:
L4 >>>>>>>>>> L5 >>>>> L6 >> L7 (very rare)
It is also because L4s and L5s make most of the population.
