Hi, I spoke with a recruiter who told me that I passed the onsite and proposed a (verbal, not written) TC. After some back-and-forth, I agreed on a TC, to which he responded by saying he would now speak with the hiring manager. How likely is it that the offer will be changed afterward? Thanks

Something like that, recruiter said I did well, interviewed for L6 and got bumped down to L4, mostly because of only 2 years exp. You mean a top-tier L5 offer despite it technically being L4?
It is not top tier for L5. It is well above band for L4. Are you in Seattle or bay?
Is OP implying 210k total comp or 270k total comp? 270 is pretty damn good for an L5. I am an L5 with top tier ratings and my base is 140k and my target comp is 233k. I thought this was pretty good for L5 as I have friends who just got promoted making $180k total comp.

Don't negotiate until written offer. You just got filtered and wasted time
You should first get the formal offer before negotiating. That way you can have a baseline to fall off to.

Lets be honest, that wasn’t an offer, that was a starting point for negotiation. Yes, the numbers will be different, but you don’t have an offer if it’s not in writing.
Would you expect the hiring manager to propose a lower number?
Hiring manager is sort of tangential. They have a budget, but otherwise you’re negotiating with recruiting not the manager.
