I can confirm this is happening to me for the last two days. Trying to buy something from amazon.in using a Visa card from my bank and the payment is not going through. Order gets cancelled due to non payment after 20 mins. Thank you for posting this here. I was not seeing any option to report this to Amazon.
I have also faced this problem. Very frustrating. Had to use my nre bank account for the payment
