I joined Amazon last year during pandemic and they low-balled me by offering me a lower level. But they promised they would promote me asap(mostly within an year) based on my performance.
I did GREAT and my manager started discussion around promotion and gave me a time frame. BUT he quit the org in 10th month. Now the new manager joined and started pushing the time frame without any reason. He said he wants to see how I perform in next 3-4 month and then we can talk about promotion.
Any advice how to deal with such Managers? If I change teams it would take another 1 year to get promoted.

I recommend to do the same. You can probably secure either more money, higher title, or both.
Maybe some, but it didn’t stop me from securing interviews for senior level positions.
Get out of the s-hole as soon as you can.
