I recently got rejected from an Applied Scientist position at Amazon advertising. I asked my recruiter whether I can apply for other teams, his response was "there is no official rule, but I recommend waiting for 6 to 12 months and gain more experience". I contact with another recruiter, he responds, based on recent feedback I can't apply to any other "science" roles for the next 12 months. But, he mentioned I can try for MLE, BIE or SDE roles. What should be my recommended course of action now? Should I talk with more recruiters?

Not really, I am literally broke and quite desperate for a job. And as far as I know Amazon applied scientist roles are quite good actually, better wlb and pay than SDEs.
But you already failed the interview. Find other companies with better pay than amzn.
