Why are they called program managers? The job is essentially project management

  • Because, theoretically, they should manage all projects across an entire program. A project manager can often come in and just manage any project in any space without long term ownership.

  • Program = ongoing, project usually has a defined start and stop and is scoped pretty small. Imagine work that you’d be able to contract out of the team. Generally and ideally, this work is super well defined and won’t involve a lot of politics or dependencies.

    Program is also a level above project — can have many projects in a program. It gets complex and needs a person to take responsibility because it’s less defined, could be ongoing, has been dependencies and politics. For example, if the security team is working with legal and compliance to roll out a new policy that will affect multiple engineering teams. There’s politics, the actual project, communication with stakeholders/across teams both up and down, need to define the scope, manage the risk across teams, etc.
