First two paragraphs set the tone: The Trump administration announced additional immigration reforms on Tuesday aimed at making it more difficult for skilled foreign workers to acquire visas. The changes are the latest effort by the Trump administration in recent months to crack down on the use of visas as part of its broader attempt to limit the flow of foreign workers. This is what is wrong with partisan media. No mention of h1b misuse, fraud.
Just vote trump to put an end to this, he is not perfect but this has to end.

Reminded me of a sleazy manager and his equally sleazy buddy a few years back. We had just interviewed a bunch of new grads and narrowed down to 2 and they are equal in terms of exp and skills we needed. The only difference is one candidate needs a h1b where as the other guy can start immediately. We all voted for the guy that can start immediately since we have stuff that needed to get done. The sleazy manager over ruled us because he felt the guy needed the h1b will work "harder" since he can't exactly go to a different company easily for at least a couple of years. The sleaze ball actually tried to rack his brain so he can justify the hiring until his sleazy buddy helped him out. As it turned out not difficult to do. It turned out the guy need h1b listed ruby as part of his resume and the other guy didn't. So it's simple, he told legal he is thinking of changing technical direction to use ruby and none of native candidates we interviewed had it listed. Given we are a c/c++ shop it doesn't make any sense, but to legal they can't tell and don't give a shit as long as the legal requirements are ok. So he hired the guy needed h1b and obviously we never switched to ruby given it will be too expensive and the guy is a new grad that is more of a code monkey when it comes to large project. We all felt fuck this and most of us helped each out to bail to different groups. Last time I heard the sleazy manager become a program manager because so many people left. The h1b guy got reassigned to a different group. Personally I consider Trump a sleaze bag but I agree with this restriction. I have nothing against h1b applicants. As matter of fact I met lots of h1b who are really smart and felt bad they are in a way, high tech indentured servant the more I talked to them. However, It is too easy to game the system and it's about damn time to make sure the hiring is legit instead of they will work "harder".
I understand your sleazy manager’s point of u. I passed over a citizen for a H1b bcos I didn’t want employee churn.
It's actually great for employers to get employees who are dedicated to work whatever be the motivation. Doesn't matter if it's money, status, interesting work, health insurance or visa sponsorship.

This is indeed a big change. Should stop body shops and help american citizens from displacement. Body shops will have to hire locally to avoid paying h1b premium.
If you are working in Google or Microsoft, your dirty work is done by consultants, and this helps with your work life balance. If this rule happens, you guys will start working similar to Amazon SDEs. Just food for thought.

Yes, and after that give away GCs to everyone that got H-1B through the caps in equal timelines and make everyone happy.
The backlog would go away automatically. Not to mention that It would help diversity and culture as well.
Just forbid consulting companies to use H1b and everyone including Indians will be happy as they can get green card much faster.
