Asking for my wife . She is planning to do mba / ms and after looking at various universities in Bay Area , I saw that California state and Saint Mary college offer ms/ mba with GRE / GMAT waived off . Are these worth joining ?

I don’t believe the university really matters. I’ve seen people from blacklisted universities get good jobs. So not really sure if the university from where you study really matters!

We want to take courses which provide opt post the degree . So online courses won’t work !
Seems more something to get OPT rather than focused on learning. I understand your dilemma though. You want to optimize on both. Just do whatever is convenient and cheaper if OPT is end goal. The learning can be done side by side through online courses for mostly free. Once you are in an interview all you need to show is your knowledge not how you obtained it.
