Look in the Northwest - Sylvan Hills or at the end of 23rd. Lots of new apartment buildings. I lived in a building at 23rd and Northrup that I suppose would be considered a luxury building by Portland standards - pm me if you want deets. Of course coming from New York, I wanted a doorman building. How naive I was.
