Google already gets tons of data without anywhere near the same level of public scrutiny as Facebook. So why should they draw attention to themselves by doing something that would undermine their future efforts to gather data?

I don't understand why this is a privacy issue. The users volunteered to have their privacy invaded for a fee. Apple clearly allows apps from the store to technically do this. Facebook has user consent in this case. Is Apple hoping for a new revenue stream ? š
If Iām messaging someone who has this on their phone, did I consent to have my communications wiretapped? Of course not. Any other developer who did this would have all their apps pulled, FB is lucky to only have their enterprise cert pulled for blatantly breaking the rules.
I agree. Any other developer would be treated very differently. But thatās the sad part. There have been so many violations on Facebook but they still continue to operate without much scrutiny. They only apologize when things become public

As they should. The terms of the program are clear.
That would be genius if they can prove by paying the people they are not violating the terms legally, there is a difference though between being on a payroll and getting paid for a installing something which I hope the Apple policies would take into account or else facebook would not have agreed to take it down on iOS apps. That said, it has not yet gone to the courts so cant say what the stand might be.

Getting around their enterprise agreement with Apple to do whatever goofy stuff they wanted with Onavo was the stupid game, getting their enterprise stuff shut down for blatantly breaking Appleās TOS was their stupid prize.
That's the only logical reason I can think of for why they've suddenly started caring about an app/program that's been available since 2016.
