Application asking for expected salary

I am applying to some companies as interview prep, and some of them (AMEX, etc.) require me to fill out expected salary range. I thought this is illegal at least in California. Well, I am in NY, but is this normal? Thanks,

Besides, this was drilled into us at Mba school and various negotiations courses to never disclose your number first. It makes negotiations very hard. Frankly, anyone who answers this question is definitely weak on commercial/management side, and should not have a customer facing role. Which begs the question, why HR asks for it except for very commoditized roles or to start the candidate on the wrong foot for negotiations later. It’s a down right silly question to ask when the basic business education/logic says that we shouldn’t answer such questions.

It’s legal to ask the salary range you expect for your next job. It’s illegal to ask for your salary at your current job(only applicable to certain states such as CA, NY, etc.).

If those fields allow text entry, I put in "Negotiable." If they only allow numbers, I pick one towards the top of my desired range. On applications that have that field but it isn't a required field, I just skip it.
