Applying to a second org in Amazon

This is a tricky question to ask without divulging too much information. I have an offer for a role in what I'll call org A at Amazon. I would rather work in org B at Amazon and I see open recs online for the same type of position. Most people have told me to accept org A's offer then transfer internally but it isn't that simple because it is not at their Seattle headquarters. The offer for Org A would require me to relocate to another state when the position in Org B is right down the street from where I currently live. The switch-teams-internally method would require relocating away and back (which is crazy). In hindsight I wish I had just applied to Org B's role but sadly I didn't. Should I say something to the recruiter at Org A? Apply to the role at Org B directly? I have read in other threads that I can't be considered if I apply to Org B until I decline Org A's offer. Is this true? Any advice from amazonians? Thanks for the help guys.

I am also interested in seeing the answer to this, have you asked your recruiter? Apparently it may require another interview loop
